निष्पक्ष एवं पारदर्शी भर्ती प्रक्रिया के अंतर्गत उत्तर प्रदेश लोक सेवा आयोग द्वारा नवचयनित आबकारी निरीक्षकों को नियुक्ति-पत्र वितरित करते माननीय मुख्यमंत्री श्री योगी आदित्यनाथ जी !

राजस्व अर्जन एवं औद्योगिक विकास की दृष्टि से आबकारी विभाग उत्तर प्रदेश राज्य सरकार का एक अति महत्वपूर्ण विभाग है ।आबकारी विभाग राजस्व अर्जन के साथ साथ अवैध मादक पदार्थों पर भी प्रभावी नियंत्रण रखता है ।प्रदेश में राजस्व अर्जन एवं औद्योगिक विकास में आबकारी विभाग का जिस प्रकार से महत्वपूर्ण योगदान है, उसी प्रकार आबकारी विभाग के राजस्व अर्जन एवं अवैध मादक पदार्थों पर प्रभावी नियंत्रण में आबकारी निरीक्षक संवर्ग का है । आबकारी विभाग मे निरीक्षक संवर्ग समूह ‘ख ‘श्रेणी का राजपत्रित अधिकारियों का संवर्ग है । संवर्ग के सदस्य , सहायक आबकारी आयुक्त संवर्ग के सदस्यों के साथ मिलकर प्रभावी प्रवर्तन एवं गुणवत्तापूर्ण निरीक्षण कार्य करते हुये राजस्व संग्रहण के प्राथमिक उत्तरदायित्व का निर्वहन करते हैं । प्रदेश सरकार के अन्य किसी भी राजस्व अर्जक विभाग के ,राजस्व संग्रहण के प्राथमिक उत्तरदायित्व का निर्वहन करने वाले संवर्ग के सदस्यों की तुलना में ,समान उत्तरदायित्व का निर्वहन करने वाले आबकारी विभाग के सदस्य, सर्वश्रेष्ठ दक्षता प्रदर्शित करते हुये राजस्व अर्जन करते हैं ।
(ध्यातव्य है कि वर्ष 2019-20 में , 27323 करोड़ रूपये का राजस्व देने वाले आबकारी विभाग में , राजस्व अर्जन का यह महती कार्य , सटीक अभिसूचना विकसित कर प्रभावी प्रवर्तन व गहन निरीक्षण कार्य करने वाले (DEC-31+AEC-192+EI-560)=783 कार्मिकों के समवेत प्रयास से संभव हो सका । सामान्य आगणन की दृष्टि से , समवेत प्रयास से संकलित 27323 रू के इस आबकारी राजस्व में प्रत्येक उत्तरदायी सदस्य का औसतन 34.89 करोड़ रूपये के समतुल्य योगदान निहित है , जबकि तुलनात्मक रूप से प्रदेश सरकार को सर्वाधिक राजस्व देने वाले वाणिज्य कर विभाग में वर्ष 2019-20 में , सटीक अभिसूचना विकसित कर प्रभावी प्रवर्तन व निरीक्षण का , समान उत्तरदायित्व निर्वहन करने वाले (DEC-464+AEC-964+CTO-1275) =2733 कार्मिकों के सामूहिक प्रयास की उपलब्धि 72930 करोड़ रूपये राजस्व की रही है । सामूहिक प्रयास से संकलित वाणिज्य कर विभाग के इस राजस्व में प्रति सदस्य औसतन 26.68 करोड़ रूपये का ही ,राजस्व योगदान निहित है । स्पष्ट है कि राजस्व संग्रहण के क्षेत्र में आबकारी विभाग के कार्मिकों द्वारा प्रदर्शित दक्षता सर्वश्रेष्ठ है) ।

वर्ष 2018-19 में प्रदेश सरकार द्वारा आबकारी नीति में आमूलचूल परिवर्तन कर इसे पारदर्शी एवं प्रतिस्पर्धात्मक बनाते हुये , मदिरा की बोतलों को उत्पादन से लेकर उपभोक्ता तक ट्रैक एंड ट्रेस प्रणाली से युक्त कर आनलाइन व्यवस्था लागू की गयी एवं आबकारी अपराधों पर प्रभावी नियंत्रण हेतु प्राविधानों को कठोर बनाया गया , परिणामस्वरूप आबकारी विभाग में राजस्व अर्जन में अभूतपूर्व वृद्धि हुई है । इस उपलब्धि में आबकारी निरीक्षक संवर्ग का महत्वपूर्ण योगदान रहा है । आबकारी विभाग की वर्तमान की ऑनलाइन कार्यप्रणाली के साथ कदम मिलाते हुये आबकारी निरीक्षक संघ ने भी स्वयं की एक वेबसाईट विकसित करने का निर्णय लिया है । शासन द्वारा घोषित आबकारी नीति के अनुरूप विभागीय नियमों ,आदेशों व निर्देशों को धरातल पर क्रियान्वित कराने की प्राथमिक व चुनौतीपूर्ण भूमिका निभा रहे निरीक्षक संवर्ग के सदस्यों को विधिक एवं तकनीकी रूप से अद्यतन रखने एवं संवर्ग की विचारधारा, आकांक्षाओं एवं समस्याओं को ऑनलाइन प्लेटफ़ॉर्म उपलब्ध कराने के उद्देश्य से वेबसाइट www.upeia.org को विकसित किया गया है ।
आशा है कि इस मंच के माध्यम से संवर्ग, विभाग तथा शासन के मध्य प्रभावी संवाद स्थापित कर संघ अपने उद्देश्यों को प्राप्त करने में सफल होगा ।

UTTAR PRADESH EXCISE INSPECTORS' ASSOCIATION

Uttar Pradesh Excise Inspectors’ Association is an association of serving excise inspectors of the Excise department of the Uttar Pradesh government. As inspectors are serving in far off areas, there is need for a common platform for intra cadre dialogue.
Association has been relentlessly working righteously and responsibly to safeguard the legitimate service interests of its members as well as the interest of state revenue for the last four decades, over the years, the association has distinguished itself with a healthy legacy of responsible collective behaviour.
Uttar Pradesh Excise Inspectors’ Association (UPEIA) firmly believes that as public servents its members are eventually accountable to the common people at large. It is a matter of great privilege that our collective effort directly contributes to the welfare of the people by contributing a major share to the state revenue. Activities of the association are aimed at achieving the larger objective of providing excellence in Governance.

The objectives for which the Association is established are:

1. To uphold high standard of conduct and instill esprit de corps and to promote fellowship and foster spirit of cooperation and fraternity amongst the community of excise inspectors without discrimination to any caste, creed or religion;
2. To promote and diffuse knowledge in the area of modern management & administration and thereby inculcate a sense of professional pride and professional excellence and to arrange Social & Cultural activities amongst the members and their family members without discrimination to any caste, creed or religion;
3. To hold or become partner in holding seminars, workshops, discussions, concerts, exhibitions, tournaments, competitions, and to arrange get-togethers of inspectors along with families without discrimination to any caste, creed or religion;
4. To promote sports activities (indoor as well as outdoor) with participation of members, their family members and their guests by providing meeting place facilities for indoor and outdoor games and other recreations and accommodation to member participants in sports events;
5. To encourage exchange of ideas amongst the members interested in music, painting, sculpture and other fine arts;
6. To promote welfare of the inspectors by undertaking various welfare activities;
7. To solicit view of members on matters of common interest or to advice Government and other Authorities on matters of common interest of the members;
8. To help rehabilitation of families of inspectors in distress or those who die due to accident or vulnerable diseases;
9. To give constructive suggestion to government conducive to the growth and development of the members;
10. To seek redressal of the grievances of members through representation before appropriate authorities. To receive and distribute the funds received as grant, contributions, corpus fund or to arrange financial assistance as may be permissible under the concerning prevailing rules .
